Complexities of financing of scientific projects

Purchases of reagents and equipment for scientific work have a noticeable element of unpredictability. For example, most reagents are imported and their price depends on the exchange rate of the euro to the hryvnia. But the managers of grant funds require to schedule a detailed estimate of all reagents in advance and clearly adhere to it. Meanwhile, at the time of receipt of funding from NRFU / MES, prices reagents can rise by a quarter. Some position might have lost their relevance owing because some working hypothesis wasn’t confirmed during previous researches. The case is complicated by the delays of transfer funds.
